David F. Monsour

David practices on behalf of individuals and families, focusing his practice in the area of trust and estates. He handles all aspects of trust and estates, from estate planning, family wealth preservation, charitable giving and trust and estates litigation. David has appeared on behalf of his clients in state and federal court. He has been recognized as a Northern California Rising Star by Super Lawyers for the past four years in the area of trust and estates litigation.

David attended undergrad at the University of Texas at Austin, where he graduated beta gamma sigma with a Bachelor of Business Administration from the Red McCombs School of Business. David attended law school and received his Juris Doctor from the University of California, Hastings College of the Law. While at UC Hastings, David competed on the Alternative Dispute Resolution Team and participated in the Mediation Clinic. David also volunteered with UC Hastings’ Homeless Legal Services and was awarded the Outstanding Volunteer in Public Service Award by the San Francisco Bar Association.

David previously worked as an associate attorney at Barr & Young Attorneys. As a law student, David externed for the Honorable Edward J. Davila of the United States District Court, Northern District of California and for the Office of the Circuit Executive for the Ninth Circuit Court of Appeals in San Francisco.


Francesca K. Boyd

Francesca advises clients in all areas of estate planning, estate administrative law, wealth management, and wealth transfer planning. She has experience in drafting complex wills and trust agreements, preparing pre- and post- marital agreements, probating estates, administering trusts, analyzing estate and gift taxation matters, and advising fiduciaries. Representing corporate clients, Francesca has provided legal services on business succession, charitable transfers and tax compliance.

Additionally, she served as Senior Project Manager of a real estate development company, overseeing design, entitlement, construction, and marketing, as well as managing outside legal counsel, financial advisors and lending institutions. In this role, she managed relationships with investors, partners, city officials and the community.

Francesca is also experienced in navigating California’s complex property tax rules governing change of ownership and reassessment of real estate.


Judith Y. Tang

Judith is a partner and a co-chair of the firm’s Trusts and Estates practice. She provides comprehensive personalized estate planning and trust and estate administration services. She is one of very few Certified Specialists in Estate Planning, Trust and Probate law by the State Bar of California Board of Legal Specialization who speaks fluent Cantonese. She also speaks conversational Mandarin.

Trusts and Estates

Judith counsels and assists clients in estate planning matters to protect loved ones and minimize tax consequences. She prepares wills, trusts, life insurance trusts, durable powers of attorney, Advance Health Care Directives, and related documents. She also represents trustees, executors, administrators, and beneficiaries in estate and trust administration. She is experienced in implementing estate plans, resolving creditor and tax issues, and administering the estate in accordance with the decedent’s wishes.

Leadership and Community

Judith is an author and speaks on estate planning topics, including for the State Bar of California and the Continuing Education of the Bar. She was appointed to the Executive Committee of the California Lawyers Association’s Trusts and Estates section. Judith is active in the Bay Area Chinese community and has been featured on Chinese radio and on TVB’s “Financial Magazine” television program. She was a board member of the Oakland Chinatown Chamber of Commerce for nine years.


Virginia Palmer

She is a skilled mediator, writes and speaks on a range of estate planning related topics, and is experienced in estate planning for LGBTQ families.

Trusts and Estates

Virginia advises clients on wealth preservation and estate planning, prepares estate planning documentation, including revocable trusts, wills, durable powers of attorney, and advance healthcare directives, and assists with advanced estate planning and irrevocable trusts. She guides clients on planning for disability, incapacity and end-of-life issues.

She has particular experience in estate planning for LGBTQ families, as well as representation of individual and professional fiduciaries in the administration of living trusts, conservatorships of the person and estate and decedents’ estates. As a former estates and trusts litigator, Virginia advises and consults with clients and colleagues about litigation matters.

Kevin M. Rodriguez

Kevin is a partner and Chair of the firm’s Trust & Estate Litigation Practice Group, with over a decade of experience representing fiduciaries, beneficiaries and nonprofit organizations in contested trust, estate, conservatorship, and elder abuse matters. Kevin represents his clients in all phases of litigation, from pre-litigation avoidance to mediation, trial and, if necessary, appeal.

While Kevin now focuses his practice exclusively on litigation matters, he also has an LL.M. in Taxation and has an extensive background in estate planning, trust and probate administration, and estate and gift taxation.


Timothy H. Smallsreed

He is an experienced advisor to clients on legal matters through all business stages, from formation and finance, to operation, growth, and exit. He provides trusted counsel on business succession planning, as well as a range of sophisticated estate planning, trust and probate matters.


In his business practice, Tim forms and advises business entities, including single member enterprises and syndicates. He is experienced in negotiating and documenting mergers and acquisitions, dissolutions, asset sales, intellectual property development contracts, distribution and marketing agreements, international trade facilities and regulatory enforcement actions.

Tim guides clients in a range of estate planning matters. Jeffery B. Levi

Jeff works closely with clients to devise strategies and creative solutions to meet their objectives. He is certified by the State Bar of California Board of Legal Specialization as a specialist in estate planning, trust, and probate law.

Jeff works with individuals and families to plan and structure their estates. He prepares revocable trusts, irrevocable generational trusts, wills, durable powers of attorney, and advance health care directives. With his corporate and transactional skills, Jeff frequently forms and prepares the organizational and operating documents for family businesses (such as family limited partnerships and limited liability companies) to meet clients’ estate planning and business objectives.

Jeff’s experience includes forming, organizing, and counseling limited liability companies, partnerships, and corporations.
