Quinlan is the co-chair of the Wendel Rosen Construction Practice Group. He practices in the areas of construction litigation and Business litigation. Quinlan specializes in claims resolution of construction disputes on behalf of developers, general contractors, sureties, subcontractors, design professionals and material suppliers. He has over twenty eight years’ experience in the representation of private owners, public owners, general contractors, owners, developers, subcontractors, architects, construction managers, sureties and materials suppliers in all aspects of construction dispute resolution, including extra work claims, delay and disruption claims, performance and payment bond claims, potential false claims liability, fee disputes, negligence claims, mechanic’s lien claims and public works bid protests. He has represented clients in Cal-OSHA, Contractor’s State License Board, and State of California, Department of Labor Standards Enforcement administrative hearings. Quinlan has represented clients in trial and appeals in the Ninth Circuit Court of Appeals, United States District Court, California Court of Appeals, California Superior Court, and private arbitrations. He has also represented and counseled clients in employment discrimination, wage and hour, unemployment insurance claims and union relations disputes. Quinlan received his B.A. from the University of California, Davis and his J.D. from the University of California, Hastings College of the Law.
