Highly regarded in the construction law community, Quinlan specializes in claims resolution of disputes on behalf of developers, general contractors, sureties, subcontractors, design professionals, and material suppliers. He also advises his clients in the preparation and negotiation of construction contracts for private and public projects.
With more than 29 years of experience, he represents private owners, public owners, general contractors, owners, developers, subcontractors, architects, construction managers, sureties, and materials suppliers in all aspects of construction dispute resolution, including mediation, litigation in the federal and California courts, and arbitration. Specific matter types include extra work claims, delay and disruption claims, performance and payment bond claims, potential false claims liability, fee disputes, negligence claims, mechanic’s lien claims, and bid protests involving public work projects . He has represented clients in Cal-OSHA, Contractors State License Board, and State of California, Department of Labor Standards Enforcement administrative hearings.
