Les is quite simply one of go-to attorneys on eminent domain, land use and real estate issues in California.

Eminent Domain

Cities, counties, special districts and other public entities, as well as private clients throughout the state, seek him out to represent their interests in public acquisitions. From initial advice well before litigation is filed through trial and appeal, he has extensive experience in condemnation matters and is chair of the firm’s eminent domain group.

Land Use and Property Matters

Les’s practice also takes him throughout California as he appears before zoning boards and public agencies on behalf of clients, both public and private, large and small. He advises on and litigates land use, zoning, boundary, easements, title matters, and Subdivision Map Act and CEQA issues for clients including restaurants, wineries, shopping centers, health clubs, large and small service and entertainment businesses, and individuals. He also handles local sales and use tax disputes, conservation easements, and historic preservation issues.

Real estate resolution and mediation

Les is regularly retained to serve as a mediator and arbitrator in complex real property and public law disputes. He also handles local sales and use tax disputes, conservation easements, and historic preservation issues.

Les has written and spoken extensively on eminent domain issues, and is a leader in over a dozen community, professional, and land use organizations. He is consistently recognized by clients, colleagues, and publications for excellence. From handling a complex condemnation lawsuit, to winning an approval of a new rollercoaster, or resolving a difficult easement or boundary issue, Les is distinguished in the field.

 

  • Obtained approval of new roller coaster for amusement park over significant neighbor opposition and following more than 20 public hearings
  • Resolved numerous eminent domain cases for a public entity on favorable terms involving complex acquisitions for grade separation projects affecting access, circulation and parking.
  • Received favorable court ruling in a case involving a city’s improper suspension of an issued building permit and enactment of an emergency ordinance to prevent construction of the client’s project
  • Negotiated acquisition of adjacent surplus land from neighboring public entity to allow clients to maintain and expand their yard and create buffer from incompatible uses
  • Obtained a $27 million verdict for a shopping center owner in an eminent domain case involving acquisition of a significant portion of the center’s parking for a transit station
