SFPUC requests our help
The firm represents the San Francisco Public Utilities Commission ("SFPUC") in matters relating to leases of real property outside of San Francisco. In 1995, the SFPUC, which administers thousands of acres of land and rights-of-way and hundreds of leases and land use permits in connection with the operation of the Hetch Hetchy water system, asked Wendel Rosen partner Bruce Lymburn to undertake a review of its commercial leasing operations.

The firm initiated a thorough lease and permit "inventory" and reorganized all the lease and permit files. We then created a lease and permit database and a calendar "tickler" system. Through the use of an aerial photography survey, promising commercial lease locations were easily and economically identified. Through all of these means, we were able to identify dozens of leases and properties that presented immediate opportunities for revenue enhancement.
We deliver results
On the SFPUC’s behalf, we negotiated with dozens of lessees and potential lessees throughout the San Francisco Bay Area. Some of these negotiations were very complex, involving multiple parties and hundreds of thousands of dollars per year in rent. Through these efforts, the Wendel Rosen team obtained millions of dollars in increased lease revenues.
In 1996, the SFPUC asked Bruce to become involved in the 500-acre, mixed-use Bernal Property development project in Pleasanton, California. For the last years of that project, Bruce served as project manager. Under his leadership, the SFPUC obtained land use entitlements and sold the Bernal Property in 2000 for approximately $133 million. The San Francisco Business Times named the Bernal Property transaction a "Real Estate Deal of the Year."
